I think this is a spoof, and is welded as said above.
The way the chain is attached it just wouldn't fly like this, as the pole is blocking the force of the wind to give it any lift in the first place.

This sign actually sits in front of the National Weather Service Office in Cheyenne, Wyoming. Florida Hurricane has nothing on wyoming wind we get winds in excess of 70mph several times a year
