Politics.
Brezhnev ordered that every prominent Western aerospace design have a Soviet counterpart. Even the dumb Western designs. Thus, Tu-144 and Buran.

Although Buran was a bad design, the booster it flew on, Energiya, was excellent. The original Soviet N-1 Moon rocket was a failure, but the engineers eventually learned how to do it right.
Sad that Energiya is out of production. It could support very ambitious space projects.

Copycat or not, there are certain limitations of design when you make a craft that can fly in space, make a re-enter and be reused. For example a specific wing angle, aerodynamic design and the size of the control surfaces.

The princip of carrying the shuttle on top of the An-225 wasn't a copy of the shuttle-B747 either. The Buran was to be flown to a certain altitude and then fly into space on its own. The similar USA-configuration was only used to transport the Space Shuttle back to Canaveral from the landing site.
