    FYI this was a USSR prototype troop transport. It was first observed in the Black Sea and was never intended for actual "at altitude" flight, just for barely off the water transport at tremendouse speed.

    This is a demonstration of Wing in Ground Effect (WIGE), and yes those are anti-ship cruise missile launchers on the top.

    As much a radar sig as a large warship, I'm sure. Probably can be targetted by air radar as well, though, which makes it even more vulnerable.
